The entry into force of the new ITV regulation has brought about important changes that will contribute to increasing the safety and sustainability of vehicles. 
Among these measures, there is one that affects the 
Circulation Insurance , since before any review they can request the receipt of the Insurance to pass the ITV .

The truth is that before the ITV was updated it was already mandatory to have Car Insurance in order to pass the review. If the vehicle documentation was requested and the policy was not in force, the result of the ITV was unfavorable.

In this situation, the owner of the vehicle receives a limited circulation permit so that he can park the car and can process the Mandatory Insurance . Then it was necessary to return to the ITV to present the policy documentation within one month. If in 60 days you have not taken the papers, the ITV will notify Traffic that your vehicle does not have Insurance.

It should be emphasized that if you do not present the insurance documentation to the ITV because you have been confused and have it at home, from the ITV you can check if the car is insured in the Computerized File of Insured Vehicles (FIVA) . If you are, nothing happens, but if you do not have Insurance in force, you will lose the circulation permit until you insure the car.

The new ITV regulation does not change the obligation to have the car insured to pass the revision, nor does the documentation required to pass the ITV : the technical sheet and the vehicle's circulation permit.

However, from now on it is advisable to also include the receipt of the Car Insurance among the documents that we take to the ITV review.

It is not mandatory to carry proof of payment of the policy, because at the ITV station they can check the vehicle data in the FIVA file and they will see that the Insurance is in order. But if for any reason it is not possible to do this check and you do not have a receipt that proves that the Insurance is paid and in force, you will have to return.

In principle, if you have Insurance but it cannot be verified at that time, the ITV station where the car is checked should allow you to sign a "responsible declaration that the vehicle has the Insurance in force" and then you can do the inspection.

Of course, later you must send the document that proves that the Insurance is paid and in force.

But if that is not the case and you have to insure the car and pass the ITV , what goes before? Well the first thing is to insure the newly purchased vehicle .

 

 

Because, in fact, you cannot pass the ITV if you do not have the vehicle insured, but it is possible to insure a vehicle without the ITV.

In these cases, you will have to explain to the insurer the circumstances in which you acquired the car when processing the Insurance and, probably, they will request the ITV documentation once the inspection has passed.

The new ITV regulations will make inspections more demanding, especially with regard to the control of polluting emissions and safety systems .

The examination is still mandatory for all vehicles, and in the case of passenger cars, the first revision must be passed when the car is four years old. Thereafter, the review is biennial and becomes annual when the car is ten years old.

Most of the changes refer to the tests carried out on the cars, although they also affect the rating of the defects, since minor defects are removed from the evaluation. Now the test results will simply be favorable or unfavorable.

Let's see the most relevant changes:

 

It is one of the most outstanding innovations of the new ITV: emissions control . The measure results in a complementary test to the current measurements of values ​​through the exhaust pipe in cars with less than seven years.

Specifically, it is an on-board diagnostic test that will be carried out on diesel and gasoline vehicles dependent on the Euro 5 and 6 emissions regulations , that is, those registered as of 2011. The rest of the cars will only undergo the measurements on the exhaust pipe.

If the on-board diagnostic system reading indicates that the emissions are not correct, the vehicle will not pass the ITV.

In this sense, it is important to emphasize that only the checking of the values ​​changes, but the previous limits are maintained and the same polluting gases are measured, so that if the car is properly maintained, it should have no problems passing the inspection.

 

The technicians of the new ITV will have to carry out a check on the electronic system of the vehicles using reading tools from the on-board diagnostic system.

Reading through the on-board diagnostic system allows checking that devices such as the anti-lock braking system , the stability control , airbags, seat belt pretensioners , lighting and signaling system, engine performance, mileage ... are working correctly .

 

Until now it was mandatory to pass the repechage of an unfavorable or negative ITV in the same station, but this changes with the new regulations.

From now on, if the first inspection of our vehicle is unfavorable, but not negative, it is possible to take it to another ITV. In the other center, there will not be a new exam, but it will only be verified that the pertinent arrangements have been made.

However, it is advisable to be well informed before changing the ITV because it may entail an extra cost. That is because the second inspection at the same station that has rejected the vehicle is usually not charged or may have a reduced price.

 

Until now, many drivers hastened the revision of the ITV to adjust it as much as possible to the expiration date of the same, since the date of the next inspection was modified. In other words, if the ITV review was advanced one week, the date of the next inspection was also advanced one week.

With the new regulations, this changes. The ITV can now be passed up to a month before the expiration date, without changing the next vehicle inspection date.

 

Until now, passenger cars that were over 25 years old since their first cataloging were classified as historical vehicles . With the new ITV, a car must be over 30 years old to be considered historic.

 

This regulation is regulated according to European standards, so the certification of vehicles that pass the ITV will be valid in all countries of the European Union.

This will affect those cases in which a car is purchased in a European country, outside of Spain. Then, it did not matter that the official review had passed in his country of origin: it was mandatory to pass the complete ITV in Spain prior to his enrollment.

With the new regulations, technical inspection carried out in another EU member state for a car that requests to be registered in Spain is allowed. The complete inspection will be limited to a documentary check.
